A keyword set for paid search or SEO is rarely typed out phrase by phrase. It is built from parts: a list of intent words, a list of audiences, a list of products, and every sensible combination of the three. This tool does the combining. Paste two or more word lists and it returns every phrase that takes one term from each, in list order, which is the Cartesian product of the lists.
The lists are one block of text, one term per line, with a blank line between lists. Load Sample fills the editor with an e-commerce set of three lists — buy / shop / order / cheap, then mens / womens / kids, then running shoes / trail shoes / trainers — and the 4 × 3 × 3 grid produces 36 phrases, the first of which is buy mens running shoes.

The output grows fast. Three lists of five terms is 125 phrases; turn on Permute list order and it is 750, because every one of the six list orderings is generated. Keep the lists tight and let the combinations do the work.
